Data is fundamental to effective investment in public infrastructure: including data on infra needs and project pipelines; financing, construction, operating metrics; and standards and benchmarks.
The 2015 annual Ontario Auditor Generals report raises concerns that there is no reliable estimate of Ontario's infrastructure deficit -- a crucial factor in making evidence-based, properly planned investment decisions, both for new capital and refurbishment of existing infrastructure.
There is no long-term infrastructure plan for the province that includes an accurate description of the current condition of the province's assets, including roads and buildings. Without this fundamental information it will be difficult to develop and attract private sector investors to contribute to the maintenance existing and building on new infrastructure - a schedule of bankable PPP projects would be hard to assemble.
